Comprehensive System for Road Accident Analysis - Collision Between Vehicle and Motorcycle
Slepánek, Petr ; Kolíbal, Zdeněk (referee) ; Drahotský, Ivo (referee) ; Kropáč, František (referee) ; Bradáč, Albert (advisor)
This dissertation describes the issue of a complex system for analyzing the collision of a motorcycle with another vehicle and suggests a suitable methodology for solving this type of traffic accident. It summarizes the current knowledge in the field of motorcycle accidents withother vehicles, including their statistics and categorization. The author statistically evaluates accidents by their causes and proposes a methodology for solving individual types of motorcycle collisions with vehicles. To supplement and refine the input data for the analysis of road accidents involving motorcycles, a set of author’s own measurements made on different types of motorcycles is included. The thesis contains measurements of their acceleration, deceleration and avoidance maneuvers. Other actual contributions of the thesis are represented also by flowcharts, offering a comprehensive approach to solving individual types of colissions of motorcycles with other vehicles.
INSTITUTIONAL ASPECTS OF EXPERT ACTIVITY
Hanák, Jakub ; Mařík, Miloš (referee) ; Fiala, Josef (referee) ; Semela, Marek (referee) ; Telec, Ivo (advisor)
The thesis analyzes an expert in social (institutional) relations that constitute the organizational and institutional background of Forensic Expertise as part of forensic engineering. The work explains the terminology and definitions used, with the greatest attention is paid to the analysis of the conditions for the exercise of expert activities from different perspectives (in particular legal and economic). Is discussed in detail in particular the status of expert institutes, and in all contexts: both in terms of expertise and its guarantee, as well as in terms of responsibility processors appraisal institute. Further describes the work of existing associations and experts estimated their future development. An important part of the work is a comparison of the conditions for the exercise of expert activities (advantages and disadvantages) in selected European countries: Slovak Republic, England and Austria. Based on the findings in the final section are designed and justified by changes in the conditions and rules for the performance of expert activities and other related aspects.
Status and role of authorized experts in the Czech Legal System
Rigorózní práce předkládá výklad platné právní úpravy upravující oblast soudního znalectví, její aplikaci na současnou praxi soudních znalců hlavně v oboru ekonomie a analýzu nejspornějších a nejméně jasných otázek této právní úpravy. Práce se též de lege ferenda zabývá záměry ve světle nově navrhované právní úpravy. Autor tyto záměry shrnuje a hodnotí, přičemž dospívá k závěru, že nová právní úprava by měla být připravena důkladně a promyšleně tak, aby současný nevyhovující stav celkově napravila a ne ho ještě více zhoršila. Abstract The thesis analyses the current Czech legislation on certified experts, which has been in force for more than 43 years, remaining almost unchanged throughout this period. Because of many significant changes in the course of these years, the regulation is far from ideal from today's perspective. The thesis provides an interpretation of the applicable legislation governing the activities of certified experts in the Czech Republic, an overview of current implementation in practice, focusing, in particular, on the area of economics, as...
Integrity measure - test of answers' consistency
Salzerová, Aneta ; Preiss, Marek (advisor) ; Juríčková, Veronika (referee)
The thesis deals with response style in questionnaires and concretely it focused on consistency of responses. In theoretical part the concept of integrity and use of integrity tests is explained. Other chapter deals with credibility, which is closely connected with distortion due to social desirability. In this chapter, relationship with other variables and validation scales are described. Third chapter is reliability of questionnaires, which is influenced by response style, stability across time and consistency of answers. In the end, the cognitive funcitons, which can have an impact on responding in questionnaires are described and relationship between psychopathological symptoms and response style is presented. First of all, in the empirical part, the level of consistency in test of answers' consistency in each category and relationship between integrity test in work place, consistency and other variables were studied. Seconadly, relationship between interference and consistency was studied. Results indicate, that total consistency of answers is different in each category (social desirability, counterproductive behaviour, neutral information, personality). The lowest level of consistency was found in counterproductive behaviour and the highest was in neutral information. The second highest...

Autopsies of deceased in car accidents
Zelený, Michal ; Vojtíšek, Tomáš ; Ďatko, Miroslav ; Grusová, Kateřina
At the Institute of Forensic Medicine Brno there are approximately 150 autopsies performed each year which are related to car accidents. There are two kinds of autopsies which can be performed in case of a deadly car accident – an autopsy advised by a doctor (50 % of autopsies), which in this case is not absolutely compulsory and can be cancelled at deceased’s family request. The other option is an autopsy ordered by the police or prosecutor (50 %). Both kinds of autopsies have different specifics and justifications and the incomplete analysis of the case can unfortunately be reflected in annual statistics.

Criminal files submitted must contain the relevant facts which form the basis for preparing an expert report.
Poznatky z oblasti vysokocyklové únavy materiálu aplikovatelné v expertním inženýrství
Vališka, Miroslav
The theses Know-how in high-cycle fatigue applied in expert engineering inquires into expertising the after-effects of dynamic loading in the scope of high-cycle fatigue. It uses a non-destructive testing (acoustic emission) to confirm laboratory testing. The usage of the measuring results from mechanical testing and the records of the AE material activity does not only determine laboratory qualities, but, moreover, serves a professional finding description purpose to expert witnesses and expert engineers. A real condition all-embracing analyses of the tested component part was carried out, part of which was the chosen fatigue loading simulating the work load of the component part.
